Sustainable Urban policies must be supported by strategic Action Plans such as Sustainable Energy Action Plan (SEAP) and Sustainable Urban Mobility Plan (SUMP), designed to promote quality of life,  sustainable development and employment, while also satisfying mobility needs of people and businesses in urban areas and their surroundings. A new planning concept should be adopted to address transport-related challenges and problems of urban areas in a more sustainable and integrative way.

An integrated approach in a SUMP development encompasses the commitment to sustainability, balancing economic development, social equity and environmental quality and ensures consistency and complementarity with policies in sectors such as transport, land use and spatial planning, social services, health, energy, education, enforcement and policing among others.
